Hareru (晴れる) is an ichidan (group 2) verb — the -reru ending is part of the stem, not the passive. It is intransitive: "the sky clears," not a person clearing it. The default weather-forecast verb — "ashita wa haremasu" (tomorrow will be clear). Metaphor extension: kimochi ga hareru = the heart lifts / mood clears, paralleling Korean "ma-eum-i hwaljjak gae-da." Paired with kumoru (to cloud over). Note: hare no hi (晴れの日 = a "clear day," a big day like a wedding) uses 晴 metaphorically as "formal / special."
