调 tiáo "to harmonize, adjust" + 解 jiě "to resolve": to harmonize and resolve, i.e. to mediate, to reconcile. Korean renders it as "to mediate". A third party stepping in to resolve a dispute between two sides and reconcile them (调解纠纷 to mediate a dispute, 人民调解 people’s mediation). 调 is a polyphone: tiáo "to harmonize" (调和, 调解) but diào "to transfer, tune" (调动, 音调); here it is tiáo. 解 means "to resolve" (解决, 解开).
