调 tiáo "to adjust, blend" + 和 hé "to harmonize": to blend into harmony, i.e. to harmonize, to reconcile, to mix evenly. Same as the Korean word jo-hwa (調和). Two shades: colors or flavors blending well (色彩调和) and reconciling a conflict (调和矛盾). 调 is a polyphone: tiáo "to adjust" (调和, 调整) but diào "to transfer, tune" (调动, 音调); here it is tiáo. 和 means "to harmonize" (和谐).
