坚 jiān "firm" + 决 jué "to resolve": firmly resolved, i.e. resolute, determined (an unwavering attitude or will). Same 坚 as 坚定 (firm), but 坚决 stresses resolve. The 决 is in 决定 and 决心. Antonym: 犹豫 (yóuyù, to hesitate). Distinguish 坚决 (resolute in attitude/action) from 果断 (guǒduàn, decisive, quick to judge).
