制度 seido — 制 (to regulate, control) + 度 (rule, measure). A fixed framework (度) that regulates (制) affairs is a system or institution. It is the official rules by which society, education, or a company runs — a larger, more systematic frame than 規則 (rules, partial-5... actually kisoku). 制 is the kanji of 制服 (uniform) and 強制 (coercion).
