Mnemonic

決まる kimaru — kanji 決 + the godan ending まる. Intransitive: something gets decided on its own, subject marked by が, no を object. Its transitive partner is the P2 anchor 決める (kimeru). 決まっている expresses the settled state "already decided." Same ~aru intransitive as K-67's 集まる.
