准 zhǔn "standard" + 则 zé "rule": a standard rule, i.e. a norm, criterion that conduct should follow. 行为准则 = a code of conduct. The 准 is in 标准 (standard) and 准确 (accurate). The 则 is in 规则 (rule) and 原则 (principle). Distinguish 准则 (a norm/criterion) from 纲领 (gānglǐng, a guiding program, broader).
