Mnemonic

丈 zhàng "a unit of length" + 量 liáng "to measure": to measure out a length, i.e. to survey, to measure (land or length). Korean renders it as "to survey". Used mainly of physically measuring land, area or dimensions (丈量土地 to survey land). 丈 is a length unit (about 3.3 m) and the character in "husband, father-in-law" (丈夫, 丈母). 量 here again means "to measure", read liáng (the same reading as in 估量).
