Mnemonic
忧 yōu "to worry, grieve" + 虑 lǜ "to ponder, worry": to grieve and fret, i.e. to worry, to be concerned. Same as the Korean word u-ryeo (憂慮). Anxiously worrying that the future or a situation may go wrong (深感忧虑 to be deeply concerned, 忧虑重重 weighed down with worries). Unlike 顾虑 (which causes hesitation), 忧虑 is closer to a state of vaguely worrying about what lies ahead. 忧 means "to worry, grieve" (忧愁, 担忧); 虑 means "to ponder, worry" (考虑, 焦虑).
