议 yì "to discuss, deliberate" + 会 huì "assembly, meeting": a deliberative assembly, i.e. a parliament, a legislature. Same as the Korean word ui-hoe (議會). The body where the people’s representatives gather to make laws and debate state affairs (议会选举 a parliamentary election, 议会制度 the parliamentary system). 议 means "to deliberate" (议论, 会议); 会 means "assembly, to meet" (会议, 开会). Where 议员 (members) gather. The representative term for a legislature.
