协 xié "to agree jointly" + 议 yì "to discuss": a Sino-Korean word "agreement, accord". A discussed result (议) settled by mutual agreement (协), i.e. an accord or pact (often a document). 达成协议 (to reach an agreement), 签署协议 (to sign an accord). The 协议 (agreement) is the outcome of 谈判 (negotiation). Broader and looser than 合同 (a binding contract).
