宪 xiàn "law, constitution" + 法 fǎ "law": both mean law, i.e. the constitution. Same as the Korean word heon-beop (憲法). The supreme, fundamental law of a nation, the standard for all other laws (宪法是根本大法 the constitution is the fundamental law). Ordinary 法律, 法令 and 条例 may not contravene it. A synonym compound. 宪 means "law, fundamental law" (宪章); 法 means "law" (法律, 法规). The supreme law above 法令 and 法律.
