条 tiáo "item, article" + 约 yuē "to agree, pact": an agreement made article by article, i.e. a treaty. Same as the Korean word jo-yak (條約). A formal agreement made between states by setting out clauses (签订条约 to sign a treaty, 国际条约 an international treaty). 条 means "item, article" (条款, 条件); 约 means "agreement, to pact" (约定, 合约). Unlike a 合同 (contract) between individuals, it is used for formal agreements between states.
