提 tí "to raise, put forward" + 案 àn "a proposal, case": to put forward a proposal, i.e. a proposal, a motion. Same as the Korean word je-an (提案). A matter formally submitted for deliberation in a meeting or parliament (提出提案 to put forward a proposal, 审议提案 to deliberate a proposal). A form of 议案 dealt with in a 议会. 提 means "to raise, put forward" (提出, 提议); 案 means "proposal, case" (方案, 议案). More formal than everyday 建议 (a suggestion).
