税 shuì "tax" + 收 shōu "to collect": to collect taxes, i.e. tax revenue. Same as the Korean word se-su (稅收). The total taxes a state collects, or that revenue (税收收入 tax revenue, 税收政策 tax policy). It is the main source of 财政 (public finance). 税 means "tax" (纳税, 税务); 收 means "to collect" (收入, 征收). It is the same 收 "to take in" as in 收支.
