启 qǐ "to open, start" + 用 yòng "to use": to open up and put into use, i.e. to bring into use, to activate. Korean renders it as "to put into use, to activate". Starting to use a facility, system or person, newly or again (正式启用 to officially put into use, 重新启用 to reactivate). 启 means "to open, awaken" (启动 to start up, 启发 to enlighten); 用 means "to use" (使用). It resembles 启动 (to start up) but 启用 is putting into service.
