起 qǐ "to raise, initiate" + 诉 sù "to appeal, accuse": to initiate a lawsuit, i.e. to prosecute, to sue, to file suit. Korean renders it as "to prosecute, sue". Bringing a lawsuit before a court to seek punishment or judgment (提起起诉 to file suit, 起诉书 a bill of indictment). When the procuratorate does it, it is "prosecution"; when an individual does, it is "suing". 起 means "to raise, initiate" (起来, 发起); 诉 means "to appeal, accuse" (诉讼, 控诉).
