清 qīng "clear, settle" + 算 suàn "to reckon": to settle accounts clean, i.e. to liquidate, to settle up. Same as the Korean word cheong-san (淸算). Two shades: settling debts or assets (财产清算 asset liquidation) and figuratively reckoning with wrongs or crimes (清算罪行 to settle accounts with crimes). 清 is the 清 of 清理 (to clear up); 算 means "to reckon" (计算). It connects with 算账 (to settle a score).
