年 nián "year" + 度 dù "a degree, a unit period": a year taken as one unit, i.e. a year (as an accounting or reporting period). Same as the Korean word yeon-do (年度). Used when handling statistics, budgets or evaluations by the year (年度报告 an annual report, 财政年度 a fiscal year). Here 度 means "unit, division" (the same character as in degree, used differently). The key is not just a "year" but a demarcated yearly period.
