蔑 miè "to slight, disdain" + 视 shì "to view": to view with disdain, i.e. to scorn, hold in contempt. A near-synonym of 鄙视 (bǐshì), but 蔑视 carries a stronger arrogant sense of "not deigning to notice" (蔑视一切, to scorn everything). The 视 is in 重视 and 注视. Antonyms: 尊敬 (zūnjìng), 敬重, 重视. Distinguish 蔑视 (arrogant scorn) from 鄙视 (bǐshì, to despise as lowly).
