扩 kuò "to expand" + 充 chōng "to fill": to expand by filling, i.e. to augment, to expand (in quantity). Same as the Korean word hwak-chung (擴充). Used of increasing and filling out quantity or content, such as manpower, equipment or holdings (扩充兵力 to expand troop strength). It shares 扩 with 扩展 (to spread scope), but 扩充 focuses on filling out quantity or content. 充 means "to fill" (充满 to be full, 充电 to charge).
