恐 kǒng + 怖 bù, both "fear": terror, terrifying. An adjective ("scary"), and in modern use also "terrorism" (恐怖分子 = terrorist, 恐怖活动 = terrorism). The 恐 is in 恐惧 (dread) and 恐怕 (probably). Distinguish 恐怖 (terror, noun/adj) from 害怕 (hàipà, the verb "to be afraid").
