居 jū "to dwell" + 民 mín "people": a Sino-Korean word "resident, inhabitant". One who dwells (居) in a given area. Opposite of 移民 (one who moved in). 居民区 = a residential area. Distinct from 公民 (a citizen by nationality): 居民 is about the fact of residing.
