纠 jiū "to entangle" + 纷 fēn "disordered, tangled": entangled into disorder, i.e. a dispute, a quarrel, trouble. Korean renders it as "dispute, conflict". A state where interests are entangled and have flared into an actual dispute (合同纠纷 a contract dispute). It is heavier than 分歧 (a divergence of views) and often leads to legal disputes. 纠 means "to entangle, rectify" (纠正, 纠缠); 纷 means "disordered, numerous" (纷乱, 纷纷).
