杰 jié "outstanding, hero" + 出 chū "to stand out": standing out from the crowd as outstanding, i.e. eminent, distinguished. Same as the Korean word geol-chul (傑出). It applies to a person or achievement that stands out remarkably among many (杰出人才 outstanding talent). Where 卓越 is "far above the level", 杰出 carries the sense of standing out prominently from the crowd. 杰 means "outstanding person, hero" (豪杰, 人杰); 出 means "to stand out" (出色, 突出).
