建 jiàn "to build, establish" + 设 shè "to set up": to build and set up, i.e. to construct, to develop. Same as the Korean word geon-seol (建設). Covering both abstract and concrete, it is used of building up a nation, economy or infrastructure (经济建设 economic development). It shares 建 with 建筑 (a concrete building or structure), but 建设 is broader, building up undertakings or systems. 设 means "to set up" (设备 equipment, 设立 to establish).
