汇 huì "to converge, remit, foreign exchange" + 率 lǜ "rate, ratio": the rate at which currencies are exchanged, i.e. the exchange rate. Its sense matches the Korean hwan-yul (換率) but the first character differs (Chinese 汇率 vs Korean 換率). The ratio for converting one country’s money into another’s (美元汇率 the dollar exchange rate). 汇 means "to converge, remit, forex" (汇款 to remit, 外汇 foreign exchange); 率 reads lǜ for "ratio" (比率, 效率). It is the same 率 as in 利率 (interest rate).
