海 hǎi "sea" + 峡 xiá "gorge, narrow": a narrow stretch of sea between two lands, i.e. a strait. The 峡 is the same as in 峡谷 (xiágǔ, gorge) and 三峡 (Sānxiá, the Three Gorges). 海峡两岸 = both sides of the strait.
