规 guī "rule, compass" + 模 mó "to model, mold": the framework and extent that serves as a model, i.e. scale, scope. Same as the Korean word gyu-mo (規模). It refers to the size, extent or scope of a thing, enterprise or event (规模庞大 vast in scale, 大规模 large-scale). More than mere size (大小), it carries a sense of systematic scope or overall scale. 规 means "rule, compass" (规则, 圆规); 模 reads mó for "model, mold" (模型, 模范).
