分 fēn "to divide" + 歧 qí "a fork, divergence": opinions dividing into forks, i.e. a difference, divergence, disagreement. Korean renders it as "difference of opinion". Thoughts on the same matter splitting apart (意见分歧 a difference of opinion). It is lighter than 纠纷 (a dispute that has flared up): merely a divergence of views. 歧 means "a fork in the road" (歧路 a crossroads); 分 means "to divide" (分开).
