反 fǎn "to turn back" + 复 fù "again": turning back and again, i.e. "repeatedly, over and over". ① an adverb (反复练习, to practice repeatedly) ② capricious (反复无常). Distinguish from 重复 (chóngfù, to repeat the same thing): 反复 is adverbial plus "fickle".
