盗 dào + 窃 qiè, both "to steal": theft, larceny. Formal/legal in tone (盗窃案 = a theft case). More formal than 偷 (tōu, colloquial "to steal"). The 窃 is the same as in 窃取 (to steal, usurp). (Korean reverses the order as jeol-do 竊盜.)
