促 cù "to urge" + 使 shǐ "to cause": to urge and cause, i.e. to impel, prompt (a change or action). A pivotal construction "促使 + object + action" (促使他行动). Distinguish 促使 (to impel someone to do) from 促进 (cùjìn, to promote). The 使 is the same as in 使得 (to cause).
