陈 chén "to lay out, set forth" + 述 shù "to narrate": to lay out and tell in order, i.e. to state, to narrate (formally). Same as the Korean word jin-sul (陳述). A formal term for telling facts or views step by step in court or official settings (向法官陈述 to state to the judge). 陈 means "to lay out, be old" (陈列 to display, 陈旧 outdated); 述 means "to narrate" (叙述).
