常 cháng "always" + 年 nián "year": always, year after year, i.e. all year round, for years on end. Korean renders it as "all year round, for a long time". Two shades: throughout the whole year (常年积雪 snow all year round) and for many years continuously (常年在外 away from home for years). Used adverbially, it stresses that a state persists unbroken. 常 means "always" (经常 often); 年 means "year".
