表 biǎo "to show" + 彰 zhāng "to make manifest": to bring merit into the open, i.e. to commend, to cite publicly. Same as the Korean word pyo-chang (表彰). A formal term for honoring achievement in public. It is weightier and more official than 表扬 (to praise), as in 表彰大会 (an awards meeting). 彰 means "to manifest clearly" (彰显).
