A fronted "weile + purpose" means "in order to ...," followed by the main clause "qing dajia jizhu ...." The causative verb "rang" means "to make/let someone do": "rang mei ge ren duanlian" = let everyone exercise. The "de" after an adjective turns it into an adverb modifying the verb: "anquan de duanlian" = exercise safely.

The opening "chuan biede xie jinqu" (wear other shoes and go in) is a serial-verb construction joining two verbs, here used as the topic (subject slot) of the sentence. "rongyi + verb" means "easy/likely to," and "rang + object + result" is causative, "make something become ...": "rang diban bian zang" = make the floor dirty. "bian + adjective" expresses change of state ("become ...").
